I. SANHEDRIN 98a The Talmud teaches the following: “The son of David (Messiah) will not come until even the most insignificant form of government no longer exists among the Jewish People.” (Talmud, Sanhedrin 98a) The Talmudic Commentator Rashi explains this as follows: "That there absolutely no sovereign governmental body of the Jewish People shall exist, even the most minor or trivial type of regime". (ibid).
The Anti-Zionist Rabbi Yoel Teitelbaum (in: Vayoel Moshe) and the pro-Zionist Rabbi Meir Kahane (in: Ohr Rayon) seemed to both agree that this means that the Israeli Government has to disappear in order for the Messiah to come. Yet there is a major difference between their interpretations. Rabbi Teitlebaum Ztzl says:
“It is clearly stated (Sanhedrin 98a) that before the Messiah comes that that insignificant government will cease to exist, for it is impossible for him to come in any other manner, and it (the Israeli government's existence) is that which is preventing the redemption.” (Vayoel Moshe, Introduction.)
According to him the very existence of a Governmental body aka a State itself is holding up the redemption. While Rabbi Kahane saw the State itself as “The beginning of the Redemption” and instead felt that only the secular Israeli Government (which he called Erev Rav), and not the State, had to disappear.
Neturei Karta follow Rabbi Teitelbaum Ztzl on this.
II. ORDER OF EVENTS, The Rambam, relating to the order and details of redemption, teaches “All these and similar matters cannot be [fully] known by man until they occur…”(Hilchos Melachim 12:2), meaning that we will see when it happens.
Regarding the building of the Temple, in the light of Rabbi Teitelbaum’s above teaching, it should be clear that it cannot be build until the State of Israel is gone. The Temple would be build by, or under the guidance, of the Messiah (Hilchos Melachim 11:4) and the Messiah cannot come until Jewish Government (or State) is gone. One can still expect the Messiah everyday seeing that any Political Entity can fall within hours, even without any bloodshed.
Regarding the Sanhedrin, it is well known that the Rambam was of the opinion that Jews can establish the Sanhedrin by themselves (Yad, Hilchos Sanhedrin 4:11, see also; Rambam al-haMishnah Sanhedrin 1:3). It seems to me that, at least theoretically, this will not be dependant on the coming of the Messiah persay hence it does not matter, for this, if there is a State/Government or not.
